and Projects
The following are the duties of this position at the full working
level.
The work of this position requires ensuring the integration of IT
programs and services; developing solutions to
integration/interoperability issues; designing, developing, and
managing IT security systems that meet current and future business
requirements, and apply or extend, enhance, or optimize the
existing architecture; managing assigned projects; communicating
complex technical requirements to non-technical personnel; and
preparing and presenting briefings to senior management officials
on complex/controversial issues. Such work assignments include
leading IT systems development projects from design to support;
evaluating the effectiveness of installed systems and services; and
providing advice on and devising solutions to a wide range of IT
issues.
Specific assignment areas include work such as the following
assignments:
- Draft project plans for a multifunctional development project in
software analysis, design, development and implementation;
- Identify resource requirements and assigning tasks to project
members; reporting progress; ensuring customer and management
involvement throughout the software development process;
- Resolve critical issues affecting the configuration of the IT
infrastructure and coordinate the demonstration of new and enhanced
applications to customers and management.
Duties may include: code and requirements review,
writing/developing code to support modernization efforts, moving
code to production and documenting processes. Also may include
identifying and establishing relationships with stakeholders and
business partners to further advance the projects.

Qualifications
Federal experience is not required. The experience may have been
gained in the public sector, private sector or One year of

You must meet the following requirements by the closing date of
this announcement:
SPECIALIZED EXPERIENCE GS 13: You must have one year of specialized
experience at a level of difficulty and responsibility equivalent
to the GS-12 grade level in the Federal service: This experience
must include Information Technology (IT) related experience that
demonstrates each of the following four competencies: 1) Attention
to Detail, 2) Customer Service, 3) Oral and Written Communication
and 4) Problem Solving. Specialized experience for this position
includes: Experience that demonstrates accomplishment of computer
project assignments that required a wide range of knowledge of
computer requirements and techniques pertinent to the position to
be filled. This knowledge is generally demonstrated through
assignments that required the ability to analyze a number of
alternative approaches in the process of advising management
concerning major aspects of IT system design. This would include
defining what system interrelationships must be considered, or what
operating mode, system software, and/or equipment configuration is
most appropriate for a given project. In addition to the above you
must meet the requirements below: At this level you must have
experience developing project plans; providing technical guidance
to team members; serving as primary liaison between customers and
vendors and IT management throughout the development process;
planning and coordinating agency wide implementation of process
improvement methods and concepts to improve the quality of software
products; serving as the principal advocate within the agency for
the application of process improvement concepts and practices;
consult with senior specialists and IT managers throughout the
agency in the implementation of process improvement practices. You
must also have experience working in UNIX environment utilizing a
shell script, C programming or PL/SQL to review and analyze
requirements to identify, develop and test programming solutions in
applications. Using Data Base Administration in relational
databases such as Oracle; Working both independently and in a team
environment to analyze and identify system issues, develop
recommendations and test solutions; and documenting the
applications using tools such as flowcharts, structure charts,
matrixes, etc.
