JOB SUMMARY

Responsible for the Quality Control review of all mortgage loan files to ensure compliance and accuracy of loan documentation. Performs reviews of the more complex loans such as, Restructured Debt, Forbearance, Unsold Share, Participations, Syndications and Commercial Non-Real Estate loans. Maintains and updates the Business Continuity Plan and procedure manual for the Quality Control Unit.

ESSENTIAL FUNCTIONS

Assist the manager in directing staff in the performance of their assignments during the Assistant Manager's absence. Maintain and updates the procedure manual and business continuity plan for the unit and assists with the implementation of new procedures. Assist the manager with the training of staff. Perform a secondary review of loans which were quality controlled by the QC Administrators, as directed by the Assistant Manager. Review the entire credit and legal file for all Mortgage, Cooperative Apartment, Commercial Real Estate, Construction, Unsold Share, Restructured Debt, Forbearance loans and loans of $50 million and over, to ensure that the loans are in compliance with Bank policies and that all required documentation specific to that loan type is received and accurately reflects the Bank's terms. Perform a quality control review for Non Real Estate loans, such as Loans on Other Assets, Accounts Receivable, Inventories, Equipment and Taxi Medallion, to ensure that the loans are in compliance with Bank policies and that all required documentation specific to that loan type is received and accurately reflects the Bank's terms. Perform a quality control review for all Syndication and Participation loans, inclusive of those originated by NYCB Specialty Finance Company, ensuring compliance with credit policies. Ensure that all modifications to the commitment and loan approval are properly authorized; that credit and OFAC was run on the proper individuals and entities. Review debt service calculations to ensure correctness and compliance with Bank standards. In addition, ensure leases and tenant estoppels were received for all commercial tenants; that tax returns and personal financial statements were received based on the type of loan, underwriting requirements and the Bank's lending policies. Ensure legal documents, for all loans under review, accurately reflect all loan terms, such as loan amount, interest rate, loan term, maturity date, indexes, monthly payment, interest rate change dates, guaranties, master leases and indemnifications. In addition to reviewing special conditions such as Assumption, Forbearance, Cross Default/Collateralization, Condo release language terms and stipulations. Responsible for the review, prioritizing, follow-up and resolution of outstanding items and trailing documents with Bank attorneys. Monitor, track and control the inflow and outflow of files within the Quality Control Unit, utilizing excel spread sheets and coordinating the receipt and delivery of loan files with Bank attorneys and the File Requisition Unit's manager. Responsible for the review the Miser new loan set-up for all loans, ensuring accuracy and the correction of all errors. Performs special projects, and additional duties and responsibilities as required. Where applicable and when performing the responsibilities of the job, employees are accountable to maintain Sarbanes-Oxley compliance and adhere to internal control policies and procedures.

EDUCATION AND EXPERIENCE

Bachelor's degree. Three to five years mortgage lending experience.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of Bank's mortgage products and services. Knowledge of mortgage documentation. Advanced knowledge of Microsoft Word, Excel and Outlook. Detailed oriented with strong organizational skills. Strong communications skills. Strong analytical skills.
