Job Summary
The Long Island Power Authority (LIPA) project supports electric
Transmission and Distribution System on Long Island, providing
electric service to more than 1.1 million customers in Nassau and
Suffolk counties and the Rockaway Peninsula in Queens. The position
will have responsibility in executing compliance strategies and
processes that will help to achieve and maintain compliance with
mandated North American Electric Reliability Corporation (NERC)
Critical Infrastructure Protection (CIP) cyber security
regulations.
Please note this position is hybrid, comprised of remote and in
office work. PSEG reserves the right to amend the hybrid model at
any time.
Job Responsibilities
--- Generally support all efforts and activities to maintain
compliance with NERC CIP standards associated with the LIPA SCADA
Energy Management System (EMS)
--- Assist in the planning and implementation of the NERC CIP
compliance work by creating and implementing ongoing, sustainable,
and repeatable processes within the IT Critical National
Infrastructure organization
--- Lead and participate in auditing activities conducted for
compliance verification by NERC, Internal Audit and other auditing
bodies/regulatory agencies.
--- Develop, refine, review and update documentation, processes,
procedures and standards to maintain compliance with NERC CIP;
develop tools and metrics for periodic reporting. Develop NERC CIP
compliance assessment and remediation reports.
--- Assist in recommendations, design and implementation of future
automated systems, procedures, and methods required for maintaining
and streamlining NERC CIP compliance.
--- Participate in department and/or cross-functional teams to
complete special projects or assignments as requested.
--- Administer and configure users on PSEG-LI systems that validate
and allow secure access to PSEG-LI Critical Infrastructure.
--- Ensure that PSEG-LI Critical Infrastructure networks are
properly being monitored; periodically review system logs in order
to identify security incidents.
--- Develop long-range program plans, set goals and objectives, and
decisions on program priorities and analyze program
effectiveness.
As necessary, test and document system changes in an off-line,
development environment to ensure compliance with NERC Critical
Infrastructure Protection regulations.
Job Specific Qualifications
Required Education and Experience:
--- Bachelor's degree in Computer Science, Engineering or Business
or a related field
--- Demonstrated understanding and experience with NERC CIP 002-013
standards.
--- Seven (7) years of systems administration and operating system
experience for UNIX and WINTEL (e.g. AIX, Linux, Windows)
platforms
--- Active Directory and Group Policy Objects
--- Patch management with tools like Windows Server Update Services
(WSUS) or RedHat Spacewalk
--- Backup management
--- Experience with enterprise class system security requirements
and server/workstation hardening practices
--- Experience with Industrial Control Systems environment
--- Understanding of TCP/IP and LAN/WAN connectivity
--- Comprehensive experience with disaster recovery preparedness
and recovery exercises
--- Must possess strong writing, verbal communication and
documentation skills and the ability to achieve and communicate
with a sense of urgency to all levels of management & executive
leadership.
--- Competency with network security and information security
concepts and technologies.
--- Demonstrated ability to troubleshoot and make recommendations
using critical thinking, sound judgment, and decision making
processes and techniques in a fast-paced, mixed technology
environment
Desired Qualifications:
--- Basic knowledge of Control Center and substation operations
--- Knowledge and experience in engineering lifecycle
management
--- Working knowledge of networking, IP protocols, firewall rules,
routers, switches, DNS and IDS
--- Experience in varied technical positions (requires broad
technical IT SYSTEMS knowledge)
--- Experience in IT Customer support or service delivery
--- Proven track record of solving challenging problems in the
Utility industry
--- Experience with LINUX patch management tools: RedHat Spacewalk
/ Satellite
